Abstract

This report summarizes the results of a study RTI International conducted on the demographics and other characteristics of English learners (ELs) ages14 through 21. It provides detailed findings regarding the demographic characteristics (e.g., gender, distribution by state and age, language, years in U.S. if non-native), educational attainment, employment status, and family status of this age group of ELs. The authors conclude the report by discussing the implications of the data on program decisions, outreach, and service delivery strategies. The report was commissioned by the Office of Career, Technical, and Adult Education (OCTAE) and the Office of English Language Acquisition (OELA) at the U.S. Department of Education.
