The National Professional Development (NPD) discretionary grants program, administered by the Office of English Language Acquisition (OELA), provides professional development activities intended to improve instruction for English learners (ELs, also referred to as limited English proficient children and youth, or LEPs). Grantees are institutions of higher education that collaborate with local education agencies (LEAs) to help professionals meet high standards and obtain certifications to teach ELs. The professionals—new and practicing teachers, paraprofessionals, administrators, guidance counselors, and school psychologists—learn new content and instructional skills to improve their work with ELs.
