Abstract
This guide is intended for state education agencies (SEAs) and their early education partners. The goal of the guide is to support the development of coherent, research-based policy at the state level. It builds upon the National Academies of Sciences, Engineering, and Medicine (NASEM) report published in 2017, Promoting the Educational Success for Children and Youth Learning English. This report describes the educational experiences and needs of young dual language learners (DLLs) and English learners (ELs) and provides a series of recommendations. This guide expands upon the recommendations on six of the 13 topics in the NASEM report.
