Abstract
School districts in all parts of the country have struggled with how to identify, support, and reclassify English learners (ELs) with disabilities. The result has been the over- and under-identification rates of ELs as having a disability. The Missouri Department of Education has published this guide to support districts in appropriately identifying ELs with disabilities and determining is a student with a disability is also an EL. The guide helps districts evaluate the support the student is receiving and decide how and when to exit students from their EL status.
