We label ideas with words: common ideas are labeled with words that children learn very early (e.g., juice, ball), while complex ideas are labeled with words that are rare (e.g., photosynthesis, fusion).

This is the fifth chapter of the English Learner Tool Kit, which is intended to help state and local education agencies (SEAs and LEAs) meet their obligations to English Learners (ELs). This tool kit should be read in conjunction with the U.S.
