The National Shortage of ELL Teachers Has Caught the Eye of Congress

The Reaching English Learners Act, introduced in the House on January 18 by a group of Democrats in Congress, would create a grant program under Title II of the Higher Education Act to help colleges and school districts prepare qualified teachers to serve growing numbers of EL students.
