Abstract
This article provides guidance on teaching literacy to ELs most effectively. The author identifies four critical components of reading instruction for ELs: (1) phonics, (2) vocabulary, (3) comprehension, and (4) speech. Several recommendations are outlined to help policy makers provide literacy support to ELs.
