Abstract
This report seeks to answer two key questions about Colorado's emerging multilingual students. First, how quickly are these English learners (ELs) becoming proficient in English, and secondly, how well are ELs mastering grade-level academic content? The results indicated that in high schools, only half of ELs are on track to attain full English language proficiency within the expected timeline. Data also show that most ELs are not mastering grade-level content which is often assessed in English. But there are some bright spots. The report offers recommendations for both the state and districts about getting better data and researching instructional and the programmatic approaches that are working in the state.
