Abstract
This series of articles helps educators identify students' levels of oral and academic language proficiency, and offers interactive and direct techniques to promote literacy development, and build and maintain effective programs for ELs. In Part IV, the authors discuss EL program models for schools and LEAs that support EL programs. Also included are scenarios on how these programs might look based on examples from actual schools and LEAs, and specific practices for classroom teachers.
