Abstract
The SEA of the Future is an education publication series examining how state education agencies can shift from a compliance to a performance-oriented organization through strategic planning and performance management tools to meet growing demands to support education reform while improving productivity. By understanding the rural context, state education agencies (SEAs) can play an important role in helping rural local education agencies (LEAs) meet the learning needs of all students, including providing effective special education, English language, and gifted and talented services. Innovations such as e-mentoring are discussed.
