Abstract
The California Department of Education has published a manual to provide guidance to local education agencies on identifying, classifying, and supporting English learners (ELs) with special needs. This comprehensive manual was developed with the assistance of a broad range of educators and stakeholders. The guidance provided can be informative for educators in and outside of California.
