This fact sheet provides information on the ratio of English learners (ELs) to English language instructors. The ratio of EL students to English language instructors informs our understanding of the educational experiences of ELs served in Language Instruction Educational programs (LIEPs) provided by local education agencies (LEAs) that receive Title III subgrants. The ratios presented in this fact sheet are based on state education agencies (SEAs) reporting their numbers of licensed or certified English language instructors. It is important to note that licensure and certification requirements vary among SEAs.
