This fact sheet provides information about English learners with disabilities (ELSWD). Under the Individuals with Disabilities Act (IDEA) Part B, state educational agencies (SEAs) and school districts are responsible for locating, identifying, and evaluating all students, including ELSWD, who need special education and related services. During school year (SY) 2023–24, 15.2% of students ages 5–21 enrolled in U.S. public schools were identified as having a disability under IDEA Part B. 15.5% of those students with disabilities were identified as English learners (ELs).
