Abstract
The Individuals with Disabilities Education Improvement Act of 2004 (IDEA 2004) made important amendments to the federal special education law regarding the identification of students with learning disabilities. The book grounds RtI in law and policy predating IDEA 2004 in addition to walking the reader through the array of implementation issues.
