This brief discusses the Comprehensive School Reform Demonstration (CSRD) program, created by the federal government in 1997 to provide financial incentives for schools that need to substantially increase student achievement, particularly schools receiving funding through Title I, and how it relates to English language learners (ELLs). The brief explores whether reform models are addressing the specific learning needs of this student population, concluding that very few models specifically address ELLs. It discusses issues in the implementation and evaluation of comprehensive school reform, and research needed to improve service to ELLs through comprehensive school reform. (Contains 25 references.)
