This report presents the results of a series of focus group interviews with teachers of Latino children in three urban centers with significant Latino representation--Chicago, El Paso, and Washington, DC. The purpose of the report is to describe these teachers' knowledge and understanding of school literacy practices that maximize success for Latino students and to identify literacy issues that to date have been discussed only from a partial perspective in the so-called "reading wars." Findings are detailed in the areas of teachers' instructional strategies and the challenges of second language instruction. (Contains approximately 100 references.) (EV)
