The purpose of this report is to provide: (1) an overview of critical issues in the assessment of limited English proficient (LEP) students; (2) information about current state policies on assessing LEP students; and (3) a bibliography of recent research in this area. It discusses federal legislation as it pertains to assessing LEP students and provides case studies of 11 states' policies for exempting and accommodating LEP students on high stakes assessment (California, District of Columbia, Florida, Illinois, Maryland, Minnesota, New Jersey, New York, North Carolina, Texas, Virginia).
