This research investigated current practices in the preparation of teachers for English language learners (ELLs, also known as limited English proficient or LEP students) in institutions of higher education, and in state-level requirements for teaching licensure. Though the study focused on the preparation of bilingual teachers in greatest detail, data were also gathered on the preparation that mainstream teachers are required to receive in order to teach ELLs. The following questions guided data gathering: (1) topics covered by course offerings; (2) number of course offerings under each topic; (3) level of generality or specificity for each topic and course; (4) programs into which the institution has organized its course offerings and degrees; (5) how courses correspond to certification requirements that may exist in the area; and (6) degree to which courses are institutionalized.
