This article discusses the educational reforms mandated by the new Title I legislation to provide for educationally disadvantaged children in high-poverty schools to meet the new academic, content and performance standards required for all children as part of the Goals 2000: Educate America Act. The reforms considered here include aligning all components of the education system so that Title I students have the opportunity to achieve high standards; concentrating on curricular and instructional reform with a renewed emphasis on effective teaching and learning principles; more flexibility and localized decision making; requiring that accountability be tied to state standards and assessments; and developing new partnerships between schools, parents and communities. Curricular and instructional reform includes the consideration of pullout programs, extended-time programs, schoolwide projects, secondary students, limited English proficient students and professional development. Each reform principle is reviewed in the context of what Chapter 1 has been in order to understand the changes that need to occur. (jpb) |
