This document provides an overview of issues and legislation that affect the attainment of educational equity and excellence for language minority students. It first discusses challenges facing school districts that enroll large numbers of limited English proficient (LEP) students and describes some of the features of effective educational programs for these students. The report then looks at three pieces of recent federal legislation and their implications for the education of language minority students: (1) Goals 2000: Educate America Act; (2) Improving America's Schools Act, including Title I on compensatory education, Title II on professional development and education technology, Title IV on safe and drug-free schools and communities, and Title VII on bilingual education; and (3) the School-to-Work Opportunities Act.
