Dearborn Public Schools, near Detroit, integrated Title VII and Chapter I programs prior to their reauthorization and has undertaken systemic reform to better serve a linguistically diverse population. The new Bilingual and Compensatory Education Department provides bilingual/English as a second language services to elementary, middle and high schools in the system. This report first presents the philosophy, goals and design of this integrated program model. Next, the collaborative model of program implementation is detailed in each of the following areas: (1) team building at each school site; (2) curriculum and instruction; (3) extended day and year programs; (4) professional development; (5) parent enrichment programs; (6) community partnerships; (7) assessment and evaluation. It is concluded that educational reform efforts will be successful when they are collaborative, systemic, and student-centered. (cas)
