Programs for Secondary Limited English Proficient Students: A California Study.

Addresses the results of an investigation into the range of programs available to limited English proficient students (LEP) in California's secondary schools. The programs and policies are discussed in the context of assessment and placement procedures, content program models, English as a second language programs, and school policy factors. The findings indicate that although secondary schools are aware of the complex challenges presented by the increasing population of LEP students, there are major gaps in meeting the academic and related needs of these students, and that schools need improved access to research, models, and resources in order to develop effective strategies and programs to educate them. Policy recommendations resulting from this investigation focus on the state role in helping secondary schools meet the needs of their LEP students. (am)
