Comprehensive, developmental early childhood programs can help language minority families nurture and support the development of their young children. Programs should be designed to serve the whole child within the context of family and community, since parent involvement is a key component of successful programs. They should utilize developmentally appropriate practices, based on a cognitive/developmental approach to learning. Bilingual educators should seek to reinforce the strengths of language minority families by ensuring that children are individually appreciated and that their home culture is valued. Training and staff development in cross- cultural communication, awareness and empowerment strategies will help bilingual educators to provide effective developmental experiences for young language minority children.
