The National Clearinghouse for English Language Acquisition is funded by the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students (OELA).
OELA identifies major issues affecting the education of English language learners, and assists and supports State and local systemic reform efforts that emphasize high academic standards, school accountability, professional development and parent involvement.
NCELA assists OELA with disseminating information on the Title III state formula grant program as well as on discretionary grant programs funded under Titles III and V.
